Starting from 1st of January 2019, a natural gas distribution price of 0.05216 euros/m³ + VAT as specified in the Estonian Competition Authority decision no. 7-3/2018-078 from 01/08/2018 is applied in the natural gas distribution network managed by AS Gaasivõrgud.
According to the Natural Gas Act, the network services price must be justified accordingly based on the expenditure required for the operation and development of the network, the reliability of the network and the security of supply, the metering of the gas distributed through the network, the calculation and communication of meter readings and the return of justified profit.
From 1 January 2019, the excise duty on natural gas is 0,06331 euros/m³ of natural gas.
From 1st of January 2019 excise duty free companies with intensive natural gas consumption will have excise of 0,01130 euros/m³ per natural gas unit.
Natural gas is subject to excise duty, if the natural gas is used as a heating fuel, i.e. natural gas is used for the production of heat (the purpose of producing heat—heating of buildings, technological processes etc.—is not relevant).
AS Gaasivõrgud provides natural gas network services according to the standard terms co-ordinated by the Estonian Competition Authority (decision no. 150-021-07).

According to §22 (11) of the Natural Gas Act, AS Gaasivõrgud has appointed AS Eesti Gaas as the natural gas seller in the network area of AS Gaasivõrgud.
According to the Natural Gas Act, AS Gaasivõrgud has the right to charge connecting persons justified connection fees.
When calculating the connection fee, the basis for the calculation is the need to ensure that the justified expenses for the particular connection are covered, among other things:
- investments, including the construction of the metering system;
- compliance with environmental requirements;
- compliance with quality and safety requirements.
The connection fee is calculated by AS Gaasivõrgud based on the methodology for calculating connection fees, which has been co-ordinated with the Estonian Competition Authority as required by the Natural Gas Act.
The Estonian gas system operator, AS Elering, determines the composition of natural gas entering the Estonian transmission network at the national border and uses this to determine the average composition quality certificate once per month.
AS Gaasivõrgud publishes the quality certificate each month on its website on the first working day after the end of the accounting month.
Minister of Economic Affairs and Communications regulation no. 41 (6 June 2007) sets out the regulation and application form for receiving a tolerance payment for utility installations.
Such payments may be applied for by owners of immovables that under §158 (1) of the Law of Property Act are required to tolerate utility networks and utility installations, and the payment is based on §15 (4) of the Law of Property Act Implementation Act.
The application will be submitted to the owner of utility networks and utility works in a format that can be reproduced in writing or electronically and separately for each immovable.
AS Gaasivõrgud protects the integrity of its gas pipelines and monitors activities related to the pipelines in order to ensure the provision and safety of the gas supply as a vital service.
