Connecting to the gas network

Connecting to the gas network means establishing a connection at a connection point—whether for an existing or a new gas pipeline. AS Gaasivõrk generally considers the owner of the property or the owner’s authorised representative as a connecting customer and a person concluding a connection contract.

  • A person wishing to connect to the network needs to send an application on the required form via e-mail to liitumised@gaas.ee or by post to AS Gaasivõrk at Gaasi tn 5, Tallinn 11415.
  • Application to connect to the gas network
  • The person connecting to the gas network and a representative from AS Gaasivõrk will agree on the terms of the connection, and will then conclude a contract to connect to the gas network.
  • Under the contract, a representative of AS Gaasivõrk arranges the design and construction of the pipeline up to the designated connection point at the boundary of the property. AS Gaasivõrk ensures the contractually agreed-upon gas pressure and volume at the connection point.
  • The connecting person is responsible for the design and construction of pipelines on the property from the connection point and installing gas appliances according to the concluded connection contract. At the connecting person’s request, we are available to handle this work.
  • Upon completion of the construction work, the connecting person submits to AS Gaasivõrk the following:

a) a copy of the technical inspection report prior to the introduction of the gas installation issued by Inspecta Estonia OÜ;

b) notice of the suitability of the gas installation.

  • After the completion of construction work and upon submission of these documents, the connecting person will conclude a contract with a representative of AS Gaasivõrk for the provision of network services.
  • After the conclusion of the network agreement, the connecting person will conclude a natural gas purchase and sale agreement with the gas seller.
  • After concluding the gas purchase and sale contract, the connecting person will order the gas connection and installation of the network operator’s gas meter from a representative of AS Gaasivõrk.

The connecting person can also order all required construction work, inspections and approvals as part of a comprehensive solution.

CHANGING CONSUMPTION TERMS

All operations relating to pipelines, consumer connection points and consumption managed by AS Gaasivõrk must be co-ordinated with AS Gaasivõrk.

The existence of a previously concluded connection and network services contract is a prerequisite for changing a connection point’s consumption mode. A change in the consumption mode means a change in at least one contractual parameter (gas pressure, maximum volume per hour, annual quantities etc.).

  • A consumer wishing to change their current consumption mode must e-mail, fax, post or deliver in person an application to the AS Gaasivõrk regional project manager. Application to change consumption terms.
  • The consumer and an AS Gaasivõrk project manager agree on the terms of changing the connection point’s consumption mode and conclude a contract to change the consumption terms.
  • After concluding the contract, an AS Gaasivõrk project manager issues technical design terms if required.
  • The consumer is responsible for the design and construction of gas installations according to the contract and technical terms. AS Gaasivõrk provides the new consumption terms at the connection point.
  • Upon completion of the construction work, the consumer submits to AS Gaasivõrk:

a) a technical inspection report prior to the introduction of the gas installation issued by Inspecta Estonia OÜ;

b) notice of the suitability of the gas installation.

  • After the completion of construction work and upon submission of these documents, the consumer will conclude a new contract with an AS Gaasivõrk project manager for the provision of network services.

After concluding the network services contract, the consumer orders a new gas meter for the consumption point from an AS Gaasivõrk project manager.

CHANGING PROPERTY OWNERS
  • The new owner of property or an apartment notifies an AS Gaasivõrgud regional project manager at the first possible opportunity.
  • The AS Gaasivõrk project manager prepares a new draft network services contract within 3 days and submits it to the new owner. The parties will conclude the new network services contract within a reasonable period of time and either on paper or digitally.
  • A natural gas seller may not conclude a natural gas purchase and sale agreement without a working network connection and a valid agreement between AS Gaasivõrk and the client.
  • If the natural gas seller is changed, AS Gaasivõrk’s prerequisite from the consumer is a signed and valid natural gas purchase and sale agreement.

REGULATION FOR OPENING AND CLOSING OF GAS SUPPLY

The regulation for opening and closing the gas supply regulates the process of opening and closing the gas supply for connected clients in the network area and related activities and documentation.

  • AS Gaasivõrk organises the opening of the gas supply within 5 working days of receiving all required documents from the connecting person / consumer.
  • Before preparations for the opening of the gas supply, an AS Gaasivõrk project manager makes sure of the following:

– the connecting person / consumer has submitted all required documents:

a) a copy of the technical inspection report prior to the introduction of the gas installation issued by Inspecta Estonia OÜ;

b) notice of the suitability of the gas installation;

– the connecting person / consumer has met all obligations incurred through the connecting contract or the agreement changing the consumption mode (e.g. full payment of connection fees and other contractual obligations);
– the data contained in the technical inspection act correspond to the connecting contract or the agreement changing the consumption mode (e.g. total power of equipment and other essential data);
– the application has been submitted by the owner of the consumption point or an authorised person;
– the owner of the consumption point or an authorised person has signed a demarcation act defining ownership of the gas pipelines. The basis for the demarcation act may be either the connection point’s built survey or AS Gaasivõrk geographic information system’s data on the location of the connection point.

  • The project manager concludes a network services contract (network contract) with the connecting person / consumer. The gas supply will not be opened without a valid network contract and a gas purchase and sales contract.
  • After receiving confirmation that the connecting person / consumer has concluded a gas purchase and sales contract, an AS Gaasivõrk project manager agrees the time and date to open the gas supply with the connecting person / consumer.
  • At the agreed time, an AS Gaasivõrk project manager organises the installation and sealing of meters at the connection site. AS Gaasivõrk will not distribute AS Eesti Gaas meters to third persons (e.g. an enterprise providing gas services) or for installation by the connecting person / consumer.
  • The project manage signs all relevant documents with the connecting person / consumer either before or during the opening of the gas supply. Documents are signed in two copies, one for each party. If the connecting person / consumer refuses to sign the documents, the gas supply will not be opened.
  • There are no service fees for opening the gas supply for a new consumer. If it transpires on the site that the gas supply cannot be opened at the time agreed with the connecting person / consumer for a reason caused by the connecting person / consumer, the next opportunity to open the gas supply will be charged according to the price list for services.

According to the Natural Gas Act:

  • if there is danger to the life, health or property of persons or to the environment, the network operator has the right to disrupt a network connection without giving advance notice thereof to the customer;
  • when it is established that illegal use of gas has taken place, the network operator has the right to disrupt the network connection immediately;
  • the network operator has the right to interrupt the supply of gas, having given at least seven days’ notice, in the following situations:
  • the consumer installation adversely affects the supply of gas to another customer or the technical parameters of the network;
  • the network operator is prevented from accessing a metering system located on premises owned or occupied by the customer or producer in order to inspect or replace the system or to perform any work which is necessary for operating the consumer or producer installation;
  • there are breaches of contracts entered into on the basis of the Natural Gas Act or other legal conditions.

Closing the gas supply upon application by a consumer

  • The consumer submits an application to the network provider to close the gas supply of a site. Application to close gas supply.
  • Before closing the gas supply, the network provider ensures that the applicant has the right to decide to close the gas supply for the site.
  • During the next working day after receiving the consumer’s application, AS Gaasivõrk will issue a service fee invoice to the consumer. Such invoices are based on the AS Gaasivõrk price list for services.
  • On the working day following the payment received from the consumer, AS Gaasivõrk will agree on the time to close the gas supply with the consumer.
  • AS Gaasivõrk will close the gas supply no later than 10 days after receiving the service fee payment.
  • All relevant documents will be signed with the consumer either before or during the closing of the gas supply. Documents are signed in two copies, one for each party.
  • Based on the consumer’s application, AS Gaasivõrk either terminates or does not terminate the valid network contract.
  • Closing the gas supply in case of a violation of the network contract
  • AS Gaasivõrk will close the gas only if a consumer violates obligations resulting from the network contract.
  • The gas supply will be closed according to the gas supply interruption regulations specified in the Natural Gas Act.

Closing the gas supply on application by a seller

AS Gaasivõrk will close the gas supply only if a consumer violates obligations resulting from a gas purchase and sales contract.

  • The consumer submits an application to reopen the gas supply to the network operator. Application form.
  • If a consumer’s gas supply was closed due to a violation of the network contract, the gas supply will be restored only once the violations are remedied and on condition that the network contract and natural gas purchase and sales contract have not been terminated. If the network contract and purchase and sales contract have been terminated, a new network contract and purchase and sales contract must be concluded before the network connection is restored.
  • At the latest, during the working day following receipt of the consumer’s application to (re)open the gas supply, the network operator issues a service fee invoice to the consumer. Such invoices are based on the AS Gaasivõrk price list for additional services.
  • The gas supply may be (re)opened if the consumer has all of the required documents:

– a valid purchase and sales contract and network contract;

– if required, a technical audit report issued by a company holding the relevant licence / registration (as specified in the Minister of Economic Affairs and Communications regulation for audited installations, audits and audit requirements).

  • AS Gaasivõrk shall arrange for the (re)opening of the gas supply with the consumer within five working days after the above terms have been met and the submitted service fee invoice has been paid.
  • If required, the network operator shall arrange the installation and sealing of meters at the consumer’s locations. AS Gaasivõrk will not distribute AS Eesti Gaas meters to third persons (e.g. an enterprise providing gas services) or for installation by the connecting person / consumer.

  • Under the Natural Gas Act, when it is established that illegal use of gas has taken place, the network operator has a right to interrupt the network connection immediately.

FOR THE DESIGNER

All operations relating to pipelines, consumer connection points and consumption managed by AS Gaasivõrk must be co-ordinated with AS Gaasivõrk.

  • In order to compile a consumer installation design, the designer shall base the work on the technical design reference issued to the connecting consumer or the consumer changing the consumption mode by AS Gaasivõrk.
  • The designer will co-ordinate the finished consumer installation design with a metrology department specialist at AS Gaasivõrk (contact details are given in the technical reference) and the project manager that issued the reference.
  • The designer shall co-ordinate the finished street pipeline design with an AS Gaasivõrk regional manager or appointed specialist (contact details are given in the technical reference) and the project manager that issued the reference.

TO THE BUILDER

All operations relating to pipelines, consumer connection points and consumption managed by AS Gaasivõrk must be co-ordinated with AS Gaasivõrk.

  • The builder of a gas installation can only build according to a conforming design project co-ordinated with AS Gaasivõrk.
  • The builder of a gas installation must follow the connection contract concluded between AS Gaasivõrk and the new consumer or consumer changing the consumption mode and the terms issued in connection therewith.
  • Connections with and cut-ins to AS Eesti Gaas pipelines are only permitted at the presence of a representative of AS Gaasivõrk.
