Connecting to the gas network

Connecting to the gas network means concluding gas network connection contract at the connection point of the property border – applies for the existing pipeline and new gas pipelines to be built. Contract can be entered by the property owner or an attorney-in-fact.

  • Submit an application for joining the gas network at liitumised@gaas.ee.
  • AS Gaasivõrk legal representative and the other party will agree on connection terms and conclude the gas network connection agreement.
  • Gaasivõrk legal representative will organise the gas pipeline design and construction to the connection point of the property border according to the agreement. AS Gaasivõrk will guarantee gas pressure and volume according to the contract.
  • The other party will organise the design and construction of the gas pipeline on the property owned according to the agreement and construction law from the beginning of the connection point and will mount the necessary gas requisites,
  • Upon completion of the construction work the other party will present to the AS Gaasivõrk representative the following documents:
    • a copy of technical inspection report prior to the introduction of the gas installation issued by a accredited inspection office;
    • digital drawings.
  • After the completion of construction work and submission of the documents, the other party will conclude a gas network service agreement (network agreement).
  • Conclusion of gas sales agreement.
  • After the conclusion of natural gas sales agreement the other party will order the opening of the gas and gas meter from the company owning the gas network.
  • Opening of the gas for the new consumer is free of charge. If the opening of the gas is not possible due to the other party on the time agreed, despite the reason, each following opening of the gas will be priced according to the additional services price list.

Changing consumption terms

All operations relating to pipelines, consumer connection points and consumption managed by AS Gaasivõrk must be co-ordinated with AS Gaasivõrk.

The existence of a previously concluded connection and network services contract is a prerequisite for changing a connection point’s consumption mode. A change in the consumption mode means a change in at least one contractual parameter (gas pressure, maximum volume per hour, annual quantities etc.).

  • A consumer wishing to change their current consumption mode must fill a online form or e-mail liitumised@gaas.ee, post or deliver in person an application to the AS Gaasivõrk, Gaasi 5, Tallinn 11415. Application to change consumption terms.
  • The consumer and an AS Gaasivõrk legal representative agree on the terms of changing the connection point’s consumption mode and conclude a contract to change the consumption terms.
  • After concluding the contract, an AS Gaasivõrk legal representative issues technical design terms if required.
  • The consumer is responsible for the design and construction of gas installations according to the contract and technical terms. AS Gaasivõrk provides the new consumption terms at the connection point.
  • Upon completion of the construction work, the consumer submits to AS Gaasivõrk:

a) aa copy of technical inspection report prior to the introduction of the gas installation issued by a accredited inspection office;
b) digital drawings;

  • After the completion of construction work and upon submission of these documents, the consumer will conclude a new contract with an AS Gaasivõrk legal representative for the provision of network services. If necessary, a gas meter shall be installed or replaced.

Changing property owners
  • The new owner of property or an apartment notifies an AS Gaasivõrk at the first possible opportunity via email.
  • The AS Gaasivõrk legal representative prepares a new draft network agreement within 3 days and submits it to the new owner. The parties will conclude the new network agreement within a reasonable period of time and either on paper or digitally.

Regulation for opening and closing of gas supply

The regulation for opening and closing the gas supply regulates the process of opening and closing the gas supply for connected clients in the network area and related activities and documentation.

Closing of gas supply according to the Natural Gas Act:

  • if there is danger to the life, health or property of persons or to the environment, the network operator has the right to disrupt a network connection without giving advance notice thereof to the customer;
  • when it is established that illegal use of gas has taken place, the network operator has the right to disrupt the network connection immediately;
  • the network operator has the right to interrupt the supply of gas, having given at least seven days’ notice, in the following situations:
    • the consumer installation adversely affects the supply of gas to another customer or the technical parameters of the network;
    • the network operator is prevented from accessing a metering system located on premises owned or occupied by the customer or producer in order to inspect or replace the system or to perform any work which is necessary for operating the consumer or producer installation;
    • there are breaches of contracts entered into on the basis of the Natural Gas Act or other legal conditions.

Closing the gas supply upon application by a consumer

  • The consumer submits an online application to the network provider to close the gas supply of a site.
  • Before closing the gas supply, the network provider ensures that the applicant has the right to decide to close the gas supply for the site.
  • During the next working day after receiving the consumer’s application, AS Gaasivõrk representative will issue a service fee invoice to the consumer. Such invoices are based on the AS Gaasivõrk price list for services.
  • AS Gaasivõrk will close the gas supply no later than 10 days after receiving the service fee payment.

Closing the gas supply upon a breach of network contract

  • AS Gaasivõrk shall close the gas supply to the consumer only if the consumer violates the obligations arising from the concluded network contract, which are specified in the standard terms and conditions of the network agreement of AS  Gaasivõrk.
  • In the event of a disruption of gas supply, the network operator shall comply with the requirements set out in the Natural Gas Act for closing the gas supply

Closing the gas supply on the basis of an application from a gas seller

  • AS Gaasivõrk shall close the gas supply to the consumer only in the cases specified in the standard terms and conditions of the network agreement of AS Gaasivõrk if the consumer violates the obligations arising from the gas sale agreement entered into by him.

Closing the gas supply in case of illegal use

  • Under the Natural Gas Act, when it is established that illegal use of gas has taken place, the network operator has a right to interrupt the network connection immediately.

  • The consumer submits an online application to reopen the gas supply to the network operator.
  • After receiving the consumer’s application, the network operator issues a service fee invoice to the consumer. Such invoices are based on the AS Gaasivõrk price list for additional services.
  • The gas supply may be (re)opened if the consumer has all of the required documents:
    • a valid gas sales agreement and network agreement;
    • if required, a copy of technical audit report issued by a company holding the relevant licence / registration (as specified in the Minister of Economic Affairs and Communications regulation for audited installations, audits and audit requirements);
    • the cause for stopping the gas supply has been eliminated;
    • the client has fulfilled the demands presented by the network company.
  • AS Gaasivõrk shall arrange for the (re)opening of the gas supply with the consumer within five working days after the above terms have been met and the submitted service fee invoice has been paid.

Services to the designer and the consumer’s gas installation constructor

For designer

All operations relating to pipelines, consumer connection points and consumption managed by AS Gaasivõrk must be co-ordinated with AS Gaasivõrk.

  • The technical design task issued by AS Gaasivõrk is the basis for the design of a consumer gas installation.
  • The designer co-ordinates the consumer installation project with the metrology department specialist at AS Gaasivõrk.
  • The basic technical tasks for the reconstruction of the gas distribution pipelines shall be issued and the prepared project shall be approved by the regional representative AS Gaasivõrk or a specialist appointed for this purpose.

For gas installation constructor

All operations relating to pipelines, consumer connection points and consumption managed by AS Gaasivõrk must be co-ordinated with AS Gaasivõrk.

  • The construktor of a gas installation can only build according to a conforming design project co-ordinated with AS Gaasivõrk.
  • Connections with and cut-ins to AS Gaasivõrk pipelines are only permitted with the consent and presence of a representative of AS Gaasivõrk.
